In the near future, Jiangsu will, with a broader vision, fully use the international resources in science and technology. By improving the ability of independent innovation, fostering a perfect environment and facilitation the breakthrough on key technologies and the commercialization, Jiangsu will accelerate the establishment of an innovation system featuring the linkages among the industry, academia and government with the enterprises as the major player.

Jiangsu always pays great attention to international interaction and cooperation in science and technology. Interaction and cooperation with foreign government, universities research institutes and companies by various means are encouraged and facilitated, especially in such prioritized fields as IT&T, advanced manufacturing, bio-technology, new material, new energy, environmental protection, pharmaceutical, agriculture and social development. Now a multi-channel, all dimension and increasingly open landscape has taken shape through the joint effort made by both the government and the civil society. So far Jiangsu has established governmental and non-governmental linkages with more than 70 countries and regions for science and technology cooperation and interaction.
To maintain its momentum of opening up and development, Jiangsu has to make full use of innovation and talent resources worldwide and attract the excellent results, thereby to improve its overall innovation capacity. In the future, Jiangsu will further strengthen its international cooperation and interaction oriented by the demands of industrial innovation and focused on the collaborations with key foreign research institutes and leading experts to upgrade international cooperation both on the technology and talents with all-direction and high-quality.
Priority Fields for International Cooperation
In accordance with the economic development trends and industrial structure and distribution, Jiangsu has fixed its key fields for international cooperation:

Software , IC, telecom and network, digital audio-visual technology and products

New energy, energy-conservation and environmental protection

Solar photovoltaic technology, wind and bio-mass energy, LED technology, environmental protection technology and equipment

Bio-pharmaceutical, industrial bio-technology, chemical pharmaceutical

Nanotechnology and its application, high performance metallic material, medical material, chemical material and IT material

Modern equipment manufacturing

Rail transportation equipment, CNC machine tools, intelligent construction machinery, shipbuilding

Modern agriculture

New species breeding and reproduction, deep processing technology of agro-products and its commercialization, information technology and application in agriculture, technology of standardized agriculture production

Water pollution control, ecological restoration, food safety, prevention and control of major diseases

Policies and Measures
Jiangsu has formulated a series of policies and measures to intensify its international exchange in science and technology. Now the province programme for international science and technology cooperation is worked out to support and encourage local scientists to maintain links with their foreign counterparts and adopt the advanced technologies and excellent talents from abroad. Favorable policies are put in place to attract foreign invested R&D institutes to Jiangsu. In addition, other programmes of Jiangsu Science and Technology Department become increasingly open, so as to support the international interaction and joint R&D at the key fields.
The main forms of international cooperation supported by the government are as follows.

  • Technology transfer and commercialization
  • Joint R&D and commercialization based on Jiangsu manufacturing and market advantage
  • R&D and design commissioned to foreign agencies, which helps solve the key technological bottlenecks from Jiangsu companies
  • Establishing the joint laboratories or R&D centers and forming long-term partnerships
  • Organizing the events for technology display and transfer
  • Transnational cooperation among industry, academia and government

The government will give funding support to some projects which meet with the specific requirements.
